One line per person and operation
Each line says who can do an operation and at what level. It comes from the production logs through the matrix’s Recalculate button, which also measures the real minute.

The matrix and the list on the same screen
At the top, the person × operation matrix and the alerts (operation with a single person, who is learning); below, the list with filter, saved views and export.
Rules
A level changed by hand stays manual
If you change the level on the form or click the number in the matrix, the line becomes manual and Recalculate no longer overwrites it. Turn off "Manual level" to go back to the measured level.
