What this screen is for

Rules
Factory and house lines
Factory lines apply to all accounts and cannot be edited. Those your account writes (the folding standard, the house size chart, the deal with the contractor) show as house lines and only your account sees them.
Tax is the general rule
Tax lines (NCM, CFOP) state the general rule and ask you to check with the accountant: rates change by state and regime, so none is quoted.
Tenkai reads from here
Ask Tenkai "how do I calculate knit yield" or "which CFOP for the contractor": it answers with this base's text and source, and points here. Without a line in the base, it says it did not find it — it does not make things up.
