What it is for
Answer with a number the question "who is building our future?". Exploit is sustaining and improving what already pays the bills; explore is breaking ground on what will pay later. A company that only exploits is efficient until the market turns; one that only explores does not survive next month.
Rules
Declarado × medido
The declared percentage comes from the classification of projects, products and ideas. The measured one comes from actual time entries, by the project side the hour was posted to. It is the second that cannot be dressed up — if the portfolio says 30% and the hours say 4%, the intention is on paper and the time is still in today's business.

On purpose. Marking everything that has not been classified as exploit would make the screen start out lying that the whole company has already been analyzed. The classification queue appears on the screen itself, with one click per item.
O alerta de métrica errada
If there is explore effort but no innovation indicator registered, that team is being measured by today's business yardstick — margin, deadline, utilization — which is exactly the yardstick an experiment cannot meet. Measuring explore with exploit metrics kills innovation without anyone having to decide to kill it.

H1 is today's business, H2 is what is emerging and already has customers, H3 is the bet whose return is still uncertain. They show whether the company is building something for after next year — or only for the next quarter.
